11This is a copy of the letter which King Artaxerxes gave to Ezra the priest, the scribe, learned in matters of the commandments of Yahweh and his statutes for Israel:The Proclamation of Artaxerxes. Ez.7.11-26וְזֶה פַּרְשֶׁגֶן הַנִּשְׁתְּוָן אֲשֶׁר נָתַן הַמֶּלֶךְ אַרְתַּחְשַׁסְתְּא לְעֶזְרָא הַכֹּהֵן הַסֹּפֵר סֹפֵר דִּבְרֵי מִצְוֹת־יְהוָה וְחֻקָּיו עַל־יִשְׂרָאֵל׃ ף
12"Artaxerxes, king of kings, to Ezra the priest, the scribe of the law of the God of heaven. And now אַרְתַּחְשַׁסְתְּא מֶלֶךְ מַלְכַיָּא לְעֶזְרָא כָהֲנָא סָפַר דָּתָא דִּי־אֱלָהּ שְׁמַיָּא גְּמִיר וּכְעֶנֶת׃
13I make a decree that any one of the people of Israel or their priests or Levites in my kingdom, who freely offers to go to Jerusalem, may go with you. מִנִּי שִׂים טְעֵם דִּי כָל־מִתְנַדַּב בְּמַלְכוּתִי מִן־עַמָּה יִשְׂרָאֵל וְכָהֲנֹוהִי וְלֵוָיֵא לִמְהָךְ לִירוּשְׁלֶם עִמָּךְ יְהָךְ׃
14For you are sent by the king and his seven counselors to make inquiries about Judah and Jerusalem according to the law of your God, which is in your hand, כָּל־קֳבֵל דִּי מִן־קֳדָם מַלְכָּא וְשִׁבְעַת יָעֲטֹהִי שְׁלִיחַ לְבַקָּרָא עַל־יְהוּד וְלִירוּשְׁלֶם בְּדָת אֱלָהָךְ דִּי בִידָךְ׃
15and also to convey the silver and gold which the king and his counselors have freely offered to the God of Israel, whose dwelling is in Jerusalem, וּלְהֵיבָלָה כְּסַף וּדְהַב דִּי־מַלְכָּא וְיָעֲטֹוהִי הִתְנַדַּבוּ לֶאֱלָהּ יִשְׂרָאֵל דִּי בִירוּשְׁלֶם מִשְׁכְּנֵהּ׃
16with all the silver and gold which you shall find in the whole province of Babylonia, and with the freewill offerings of the people and the priests, vowed willingly for the house of their God which is in Jerusalem. וְכֹל כְּסַף וּדְהַב דִּי תְהַשְׁכַּח בְּכֹל מְדִינַת בָּבֶל עִם הִתְנַדָּבוּת עַמָּא וְכָהֲנַיָּא מִתְנַדְּבִין לְבֵית אֱלָהֲהֹם דִּי בִירוּשְׁלֶם׃
17With this money, then, you shall with all diligence buy bulls, rams, and lambs, with their cereal offerings and their drink offerings, and you shall offer them upon the altar of the house of your God which is in Jerusalem. כָּל־קֳבֵל דְּנָה אָסְפַּרְנָא תִקְנֵא בְּכַסְפָּא דְנָה תֹּורִין דִּכְרִין אִמְּרִין וּמִנְחָתְהֹון וְנִסְכֵּיהֹון וּתְקָרֵב הִמֹּו עַל־מַדְבְּחָה דִּי בֵּית אֱלָהֲכֹם דִּי בִירוּשְׁלֶם׃
18Whatever seems good to you and your brethren to do with the rest of the silver and gold, you may do, according to the will of your God. וּמָה דִי כ= עֲלַיִךְ ק= עֲלָךְ וְעַל־כ= אֶחַיִךְ ק= אֶחָךְ יִיטַב בִּשְׁאָר כַּסְפָּא וְדַהֲבָה לְמֶעְבַּד כִּרְעוּת אֱלָהֲכֹם תַּעַבְדוּן׃
19The vessels that have been given you for the service of the house of your God, you shall deliver before the God of Jerusalem. וּמָאנַיָּא דִּי־מִתְיַהֲבִין לָךְ לְפָלְחָן בֵּית אֱלָהָךְ הַשְׁלֵם קֳדָם אֱלָהּ יְרוּשְׁלֶם׃
20And whatever else is required for the house of your God, which you have occasion to provide, you may provide it out of the king's treasury. וּשְׁאָר חַשְׁחוּת בֵּית אֱלָהָךְ דִּי יִפֶּל־לָךְ לְמִנְתַּן תִּנְתֵּן מִן־בֵּית גִּנְזֵי מַלְכָּא׃
21"And I, Artaxerxes the king, make a decree to all the treasurers in the province Beyond the River: Whatever Ezra the priest, the scribe of the law of the God of heaven, requires of you, be it done with all diligence, וּמִנִּי אֲנָה אַרְתַּחְשַׁסְתְּא מַלְכָּא שִׂים טְעֵם לְכֹל גִּזַּבְרַיָּא דִּי בַּעֲבַר נַהֲרָה דִּי כָל־דִּי יִשְׁאֲלֶנְכֹון עֶזְרָא כָהֲנָה סָפַר דָּתָא דִּי־אֱלָהּ שְׁמַיָּא אָסְפַּרְנָא יִתְעֲבִד׃
22up to a hundred talents of silver, a hundred cors of wheat, a hundred baths of wine, a hundred baths of oil, and salt without prescribing how much. עַד־כְּסַף כַּכְּרִין מְאָה וְעַד־חִנְטִין כֹּרִין מְאָה וְעַד־חֲמַר בַּתִּין מְאָה וְעַד־בַּתִּין מְשַׁח מְאָה וּמְלַח דִּי־לָא כְתָב׃
23Whatever is commanded by the God of heaven, let it be done in full for the house of the God of heaven, lest his wrath be against the realm of the king and his sons. כָּל־דִּי מִן־טַעַם אֱלָהּ שְׁמַיָּא יִתְעֲבֵד אַדְרַזְדָּא לְבֵית אֱלָהּ שְׁמַיָּא דִּי־לְמָה לֶהֱוֵא קְצַף עַל־מַלְכוּת מַלְכָּא וּבְנֹוהִי׃
24We also notify you that it shall not be lawful to impose tribute, custom, or toll upon any one of the priests, the Levites, the singers, the doorkeepers, the temple servants, or other servants of this house of God. וּלְכֹם מְהֹודְעִין דִּי כָל־כָּהֲנַיָּא וְלֵוָיֵא זַמָּרַיָּא תָרָעַיָּא נְתִינַיָּא וּפָלְחֵי בֵּית אֱלָהָא דְנָה מִנְדָּה בְלֹו וַהֲלָךְ לָא שַׁלִּיט לְמִרְמֵא עֲלֵיהֹם׃
25"And you, Ezra, according to the wisdom of your God which is in your hand, appoint magistrates and judges who may judge all the people in the province Beyond the River, all such as know the laws of your God; and those who do not know them, you shall teach. וְאַנְתְּ עֶזְרָא כְּחָכְמַת אֱלָהָךְ דִּי־בִידָךְ מֶנִּי שָׁפְטִין וְדַיָּנִין דִּי־לֶהֱוֹן כ= דָּאֲנִין ק= דָּאיְנִין לְכָל־עַמָּה דִּי בַּעֲבַר נַהֲרָה לְכָל־יָדְעֵי דָּתֵי אֱלָהָךְ וְדִי לָא יָדַע תְּהֹודְעוּן׃
26Whoever will not obey the law of your God and the law of the king, let judgment be strictly executed upon him, whether for death or for banishment or for confiscation of his goods or for imprisonment." וְכָל־דִּי־לָא לֶהֱוֵא עָבֵד דָּתָא דִי־אֱלָהָךְ וְדָתָא דִּי מַלְכָּא אָסְפַּרְנָא דִּינָה לֶהֱוֵא מִתְעֲבֵד מִנֵּהּ הֵן לְמֹות הֵן כ= לִשְׁרֹשׁוּ ק= לִשְׁרֹשִׁי הֵן־לַעֲנָשׁ נִכְסִין וְלֶאֱסוּרִין׃ ף

The katapi NEW STUDY BIBLE is a very light revision of the RSV. The changes are: (1) In places where 'the LORD', 'O LORD' occurs in the RSV, (it represents the tetragrammaton - YHWH - which is in the hebrew text), I have used the name 'Yahweh'.
(2) I have removed the quotation marks and hyphens that were used in so many names in the RSV as an aid to correct pronunciation. This now brings it in line with all other English versions, and makes any word-search more accurate.
(3) I have changed all (I hope!) of the RSV archaic language sections to modern.
